循环经济模式下的区域产业结构优化研究——以天津滨海新区为例

Research on the Optimization of Regional Industrial Structure Based on Circular Economy——An Example From Tianjin Binhai New Area

传统的"资源——产品——污染排放"的单向线形生产模式,以及以资源消耗型制造业为主的滞后产业结构,严重制约了中国经济的可持续发展,而作为直接影响着资源配置效率和产业素质高低的区域产业结构,就成为了新时期我国产业结构调整的重点和关键。以天津滨海新区为例,阐述了基于循环经济模式的产业结构优化方案,并在此基础上对全国各区域发展循环经济和进行产业结构调整提出了"以循环经济理念指导工业生态化改造、三次产业间形成三产互动的良性体系、通过虚拟产业链的延伸和对接实现区位优势互补,加强区域合作"等对策和建议。

The traditional one-way linear production model of ＂resources-products-pollution＂,as well as the structure of resources-consumption-based manufacturing industry,has severely restricted the sustainable development of Chinese economy.And as a direct impact on resources allocation efficiency and industry quality level of the regional industrial structure,it has become the focus and key of industrial restructuring in the new period.Taking Tianjin Binhai New Area as an example,this paper describes the optimization program of the industrial structure based on circular economy,and on this basis,puts forward measures and suggestions like guiding transformation of industrial ecology with circular economy concept,forming the benign interaction systems among the three industries,achieving complementary and strengthening regional cooperation through a virtual extension of the industrial chain and the docking location to other regional development of circular economy and adjustment of industrial structure.
