摘要
相较内地和发达地区,边境民族地区农村人口文化程度偏低,人才匮乏,人力资源开发和人才培养的难度极大。为此,边境民族地区农村人力资源建设需要多措并举:从严格落实计划生育政策入手,将教育政策和资源向边境民族地区倾斜,对农村青壮年和成人进行职业教育,大力推广现代农业科技培训,充分发挥大学生村官和新农村建设指导员的引领作用,将劳动力转移培训和吸引人才回乡相结合。只有培养出大批有文化、懂技术、会经营、善管理的新型农民,才能为农村源源不断地提供人才和智力支持,进而持续推进新农村建设。
Compared with the inland and developed areas,rural people in border ethnic regions are of lower Cultural quality,and inadequate competent personnel,which leads to great difficulty in developing human resource and talent training.Therefore,multiple measures are necessary in the construction of human resource in the regions: to implement strictly family planning policy,to give more favorable education policies and resources to the regions,to provide supporting vocational education for the young and middle-aged adults,to make great effort in promoting the training of modern agriculture science and technology,to take advantage of the leading roles of the university student as "village officers" and the instructors of new rural construction,and to combine the training of transferring labor with attracting the farmers returning home.Only by training a lot of knowledgeable,technological and manageable peasants can we continuously provide talent and intellectual support for the countryside and promoting the new rural construction.
