上海市闸北区于１９９６ 年３ 月在市区率先开展了妇幼保健保偿服务，在这３ 年中，我们把妇幼保健保偿与社区卫生服务相结合，抓住主要环节，树立良好的医德医风，提高妇幼专业技术人员的业务素质，把妇幼保健保偿服务的质量考核与年终奖励相结合，激励了医务人员的工作积极性，增强了工作责任感和提高业务水平的紧迫感，全面提高了妇幼保健服务质量，规范了服务标准。提高了群众的自我保健意识和参与保健的主动性，使妇幼保健工作由被动性服务转变为主动性服务，给妇幼卫生工作增添了生机和活力，妇幼保健保偿制增强了自我补偿机制，取得了良好的社会效益和经济效益。

The service of MCH compensation and guarantee was first carried out in Zhabei District of Shanghai City in Mar of 1996. The quality examination of MCH compensation and guarantee was combined with the bounty of year end, the work enthusiasm of the medical personnel was bestirred. The responsibility sense and pressure sense of raising the operation level was strengthened, the service quality of MCH was improved roundly and the service standard was standardized. The self health sense of the crowd and the go aheadism of participating in health were improved, the MCH work was changed from the passivity service to go aheadism service, the MCH work was added vital force and energy. The MCH compensation and guarantee system was strengthened with the self compensation, the good social effect and economy benefit was achieved. It played a great role in improving the development of MCH work in Zhabei District.
