政府协调企业应对突发公共事件的困境与破解——以分工协作的理论视角

The Predicament and Solution of the Government's Coordinating Enterprises to Counter Public Emergency from the Perspective of Division Synergetic Theory

在我国突发公共事件的应对中,政府是主要的负责方,企业也参与其中。但目前政府缺乏协调企业的有效手段,难以充分调动企业参与的积极性,而且对企业资源也难以形成有效整合。市场分工和社会分工理论对分工的形成、后果、限度及功能的论述有力地解释了政府协调企业参与应对突发公共事件困境的原因。为此,政府需要健全协调企业的法律机制、完善行政协调机制、优化市场协调机制,建立道德协调机制。

In the process of countering public emergency,the government shoulders the major responsibility,but the enterprises are also be involved.Currently,the government,however,lacks effective means to coordinate enterprise,has difficulty fully stimulating the initiatives of enterprises and are not able to integrate the resources of enterprises effectively.The reason of this predicament has been forcefully explained in the discussions of the theories of market division and social division on the formation,consequences,limit and function of division.Therefore,the government needs to improve the coordination of legal mechanism,to perfect administrative coordination mechanism,to enhance market coordination mechanism,and establish a moral coordination mechanism.
