城乡一体化视角下的小城镇建设发展研究——以宁波为例

On the Construction and Development of Small Towns from Urban and Countryside Integration Perspectives-A Case Study of Ningbo

小城镇是城市与乡村之间的重要节点,具有集聚要素、平台节点、桥梁纽带作用,是破解城乡二元结构、推进城乡一体化发展的有效途径和重要抓手。当前我国正处在工业化、城市化、市场化水平提升的重要时期,小城镇发展既面临着承接城市产业转移、集聚更多人口等难得机遇,也面临着发展趋势不明、建设发展资源不足、规划统筹不够、功能培育不强等突出问题,各地应加快推进小城镇建设规划、要素利用、产业发展、管理服务体制机制创新,把其建设成为区域都市化的重要一翼和城乡一体化的关键环节。

Small towns are important nodes between cities and countries,because they can play a role of centralizing elements,and function as a platform node and link.Promoting the development of small towns is an effective way and important task of eradicating the dual structure in urban and rural areas and propelling the integration of urban and countryside.At present,China is in a significant period of improving the level of industrialization,urbanization and marketization.Small town development is facing a rare chance for taking on industrial transfer of cities and growing population,and also facing serious problems of unknown development tendency,inadequate construction resources,defective overall plan,limited function cultivation,and so forth.Construction planning,factor utilization,industrial development,management service system and mechanism innovation of small towns should be sped up in various places,to make it an important wing of the regional urbanization and a key link of the integration of urban and countryside.
