论运用网络环境构建服务型政府

服务型政府是政府治理模式从传统向现代的重要转变,这一转变应具备以下基本条件:第一,服务型政府应该是一个亲善为民的政府;第二,应该是一个廉洁高效的政府;第三,应该是一个法制规范的政府;第四,应该是一个公开透明的政府。运用网络环境构建服务型政府,是一个很好的途径,有极其重要的现实意义,如互联网可降低政府的运作成本,可节约办事人员的时间与精力,可提高政府决策的科学水平。当前,运用网络环境构建服务型政府,至少需要建立5个网络平台,即信息数据平台,行政审批平台,监督评价平台,建言献策平台,在线交流平台等。构建网络环境下的服务型政府,还亟需政府及其工作人员逐步转变传统的行政观念,积极做好资金、人员和技术的保障工作,采取一些具体措施加以落实。
