A Tentative Analysis for Government Functions Transformation in the Perspective of the State's Differentiation

从"国家——社会"理论的视角看政府职能转变实际是国家和社会关系的重构问题,这涉及了国家分殊性,即国家划界于社会。当前我国政府职能行使中存在很多问题,国家与社会的职能范围不明确。从国家分殊性角度出发,通过横向功能分殊来转变政府职能,实现"政企分开"、"政资分开"、"政事分开"和"政社分开"。

It is actually reconstraction of the relationship between state and society,which involves the differentiation of state,namely the demarcation between state and society,in the perspective of the ＂State-Society＂ Theory.Up to now,there are still many problems in the exercise of our government functions,and the scope of the functions of state and society is not clear.In the view of state＇s differentiation,functions of government should be transformed through horizontal differentiation,separating government from enterprise,funding,affairs and society organization.
