在经济快速发展、高等教育大众化和国际化的今天,高等教育必须以科学发展观为指导,走科学化改革发展之路。第一,高等教育主体的理念要科学。第二,高等教育的人才培养模式和学科结构要科学。第三,高等教育的教学管理体系要科学。第四,高等教育体制机制要科学。第五,加强高等学校学报的科学化管理,进一步促进学报的发展。

With the rapid economic development, popularization and internationalization of higher education, under the guidance of the scientific concept of development, higher education calls for reform and development. Firstly, Its main concept should be scientific. Secondly, its personnel training mode and division of disciplines should be scientific. Thirdly, its teaching management system should be scientific. Fourthly, its systems and mechanisms should be scientific. Last but not the least, the scientific management of university journals should be enhanced to promote its further development.
