Water Price Models for for Agricultural Water-saving Irrigation and Compensation Mechanisms

水价是促进节水农业技术推广应用的重要手段之一,合理制定灌溉水价对于节水农业的发展具有重要意义。综述了近年来农业灌溉水价形成机制的研究和实践现状,提出了存在的问题。激励机制缺乏是节水灌溉技术推广应用的瓶颈,通过水价调控实现对农民节水行为进行奖励,对于提高水的有效利用率、解决水资源短缺问题具有重要意义。基于奖励补偿机制,对泾惠渠进行实例分析,提出了推广低压管道地面灌溉节水技术的灌溉水价合理补偿标准。

The water price is one of the most important means to improve agricultural water-saving technology,developing the price of irrigation water plays a significant role in agricultural development.This paper reviews the water price mechanism recent years and has found many problems.Lacking water-saving incentives has resulted in low efficient use of agriculture irrigation water.It is one of the most effective measures to solve the lack of agricultural water.The government should award farmers＇water saving actions,and improve the utilization of water.Therefore,the authors propose the compensation standard of water price based on the promotion of water-saving technology,analyze the rationality of the model in the Jinghui Irrigation Distract.
