大中型水库移民后期扶持效果监测评估是加强移民后期扶持政策实施管理、确保政策实施效果的重要手段。本文在全面调查国内外水库移民安置监测评估研究成果的基础上,提出了用于大型水库移民后期扶持效果监测评估的指标体系,采用层次分析法确定各种指标的权重分配,建立了基于模糊综合评价方法的大型水库移民后期扶持效果监测评估数学模型,进而为水库移民后期扶持效果有效的监测评估提供一条途径。

Monitoring evaluating methods of the later stage supporting effect in large and medium-sized reservoir are an important way to strengthen the implementation and management of supporting immigrant policy later stage,and to ensure the effectiveness of policy implementation.Based on a comprehensive investigation of reservoir immigrant resettlement monitoring and evaluation research results home and abroad,an index system for the effect supported later time of large-scale reservoir resettlement monitoring and evaluation is put forward in this paper.AHP method is used to determine the weight distribution of various indicators,and the mathematical model is established based on fuzzy comprehensive evaluation method of large reservoir support resettlement effect monitoring and evaluation.Then an effective means of monitoring and evaluation is provided for the reservoir resettlement supported effect later period.
