城镇化背景下基础设施建设金融支持框架研究

Research on Financial Support Frame of Infrastructure Construction under the Background of Urbanization

基础设施建设对城镇化发展具有基础性、全局性、先导性的作用,而基础设施建设需要全方位的金融支持。通过对金融支持的作用机理及金融支持障碍的深入剖析,探求城镇化背景下基础设施建设的金融需求的演化规律及金融支持框架。具体表现为构建基础设施建设的金融业务支持、政策支持和服务支持三个模块的金融支持框架,并从操作层面、联系层面、服务层面提出对策建议,以促进和发展基础设施建设投融资。

Infrastructure construction has the infrastructure,global and guiding functions to urbanization develop-ment.However,infrastructure construction needs multi-faceted finance support.Through the analysis on the action mechanism and obstacle of finance and support,explores the evolvement rule of finance demand and finance sup-port frame for infrastructure construction under the background of urbanization.It is concretely found expression in establishing the finance support frame which consists of finance support,policy support service support for infras-tructure construction,and some suggestions are proposed from operation,contact and service,in order to promote the infrastructure construction financing.
