摘要
应急预案是各级政府针对本地区可能发生的各种公共危机而预先制定的应对方案,因此,针对性和有效性应是其基本特点。但有部分地方政府编制的应急预案严重脱离实际,仅仅是为了应付上级检查,所以应该认真分析原因,切实转变观念,使应急预案科学有效,确保人民群众的生命财产安全。
Contingency plans are emergency response plans created by national or local governments against any possible public crises in specific regions. Therefore, they are supposed to effectively cope with certain urgent events or situations. Nevertheless, some local authorities put forward such proposals mainly for passing through superiors＇ inspection. As a result, it is essential to analyze the reasons why those ineffecive plans been made and, what＇s more, to actually change the understanding and attitude to them, so that they could become scientific and effectual.
