摘要
二战后日本经济社会快速发展不仅仅是通过引进技术来实现的,而且更重要的是培育了优质的本土人力资源。人力资源状况不仅决定引进技术的先进程度、影响引进技术吸收能力,而且还与引进技术效用发挥密切相关。借鉴二战后日本技术进步的成功经验,我国在实施科技发展支撑计划时,惟有通过提高国民素质、培植创新能力以及发挥人才资源效用等人力资源开发策略,中国创新型国家发展目标才能实现。
Rapid economic and social progress in Japan after World War I is achieved not only by importing technology, but more importantly, by cultivating high-quality human resources. Human Resources not only decides the advanced level of imported technology and influences the absorptive capacity of imported technology, but is closely related to the effectiveness of imported technology. Learning from the successful experience of technological progress in Japan after World War I , development goals of Innovation-oriented country in China can be achieved only if we carry out human resources development strategy by improving people's cultivation, fostering innovation, and giving full play to effective use of human resources in the implementation of Technology Development Support Program.
