On the Theories and Practices of Outlook of Rule of Law of CPC Since Reform and Opening-up

改革开放以来,中国共产党在领导探索社会主义法制建设和深化社会主义法治国家建设的过程中,逐步形成了比较成熟和比较全面的法治观。法治既是我国经济社会改革和发展的必然要求,也是执政党意识形态创新和实践的结果。与执政初期为巩固国家政权合法性和依法办事的法制需求相适应的法制观不同,改革开放以来,执政党的法治观与社会主义民主建设规律、共产党执政规律和人权事业发展规律的探索相适应。执政党法治观与其领导和推动的社会主义法治实践相辅相成,执政党的法治观作用于政治、政府和政法等不同层面从而深刻影响着社会主义法治进程,而依法治国、建设社会主义法治国家的伟大实践,将推动着中国共产党法治观的进一步创新和发展。

Since the reform and opening up,the Chinese communist party,gradually formed a more mature and comprehensive outlook of rule of law,in the process of leading the construction of socialist legal system and a socialist country under the rule of law.Rule of law is not only the demand of the reform and development of China＇s society and economy,but also the result of ideology innovation and practice.Being different from the outlook of rule by law of the early period to consolidate the legitimacy of sovereignty,the outlook of rule of law is focusing on the adaptation to the law of administration of communist party,construction of socialist democracy,and development of human rights since the reform and opening up.The outlook of rule of law and the legal practice of the promotion of socialist construction supplement each other.The outlook of rule of law has a great impact on the socialist legal process in different levels of government,politics,and law,while the construction of a socialist country of the communist party,will promote the further innovation and development to the concept.
