An Outline of Constructing the Evaluation System on Social Stability in China

社会稳定评估体系是一个理论与实践并举的科学体系,也是目前我国社会迫切需求、亟待解决的重大现实问题,申言之,构建中国社会稳定评估体系更是解决社会稳定问题的重中之重。构建社会稳定评估体系的宗旨应当是准确反映我国社会的稳定状况,为党和政府的执政与决策提供有价值的参考数据,以利于实现我国社会的和谐发展。构建社会稳定评估体系应当始终坚持以人为本、利于发展、客观公正的原则,运用科学理论,引入实证方法,确定影响社会稳定的意识因素和利益因素等主要因素,从而厘清影响社会稳定的动因及其运作规律。基于此,建立起社会稳定评估模型,客观反映社会稳定的实际问题,最终实现科学评价社会稳定综合环境的目标。

The evaluation system on social stability is a scientific system that theory and practice develop simultaneously,as well as a crucial problem that our society demands urgently to solve.In other words,to construct the evaluation system is the most important part in solving the social stability problems.Under the principle of reflecting the stable situation accurately,the valuable data for reference should be provided to our government,to assure the harmonious development of our society.Constructing the evaluation system on social stability should unswervingly adhere to the principle of people-oriented,development-favorable,objective and fair.By using the scientific theory and positive approach,we can confirm the major elements such as consciousness and interest elements that influence the social stability,thereby differentiating the reasons and disciplines.Based on this,building an application model to objectively reflect the practical problems on social stability,we will finally achieve the goal of scientifically evaluate the overall situation.
