摘要
加强教师队伍建设是教育事业发展最重要的基础工作。人员编制标准是师资配置的基本文件。60多年来,国家层面没有制定统一的中等职业学校人员编制标准,使得各省编制标准显失教育公平,缺失职教特色;生师比过高,教师不堪负重,职业教育缺失吸引力。师资配置的基本策略在于:人员编制标准不宜适用城乡差异,体现教育公平;依据专业类别设定生师比,体现职教特色;合理确定人员编制结构,体现教师为本;学校支配"非实名编制",体现办学自主。
Strengthening the teacher troop is the most important foundational work of educational development. The staff or- ganization standard is the basic document of teacher arrangement. Through historical research of the past six decades on edu- cation in China, it can be found that the organization standard of secondary vocational school has not yet been defined at the national level, which has contributed to the failure of equal access to education due to different province levels of organiza- tion standard, the missing of the vocational education character, the excessively high ratio of teacher and student, the heavy burden on teachers, and the deficiency of vocational education attraction. Therefore, the organization standard for secondary vocational school should be set up, of which the basic strategy lies in the following aspects : the abandonment of the urban education, the refection of equality in education, the setting of the teacher-student ratio according to the professional catego- ries, the embodiment characteristic of the vocational education, the appropriate establishment of manning structure, the em- bodiment of the teacher-oriented concept, the none real-name manning quotas dominated by schools, the expression of au- tonomy of education institution.
