摘要
论文在分析印度高等教育体系与高等教育机构的财政资助来源的基础上,研究了印度大学的招生政策与录取条件、印度高等教育招生制度方面的宪法和法律规定,针对我国现行高校招生制度存在的问题,借鉴印度的经验,论文提出在高校招生中引入多元化、开放性的评价机制、大力扶持和发展私立高校、取消招生指标以及将对平等的受教育权的保护上升到宪法层面。
Based on the analysis of higher education system and the source of financial support for HEIs in India,the article studies the admissions policies and requirements,constitutional and legal rules about admissions system in Indian colleges.In view of the problems existing in present Chinese college admissions system and drawing lessons from India,the article puts forward some suggestions as follows： to introduce multi and open evaluation mechanism in admissions,to greatly support and develop private colleges,to cancel admissions quota and to protect the equal right to education by the Constitution.
