近5年我国省级公共图书馆经费状况研究

Research on the Fund Situation of Provincial Public Libraries in Recent Five Years

在我国各级公共图书馆服务体系中,省级公共图书馆是不可或缺的一环,起着承上启下的重要作用。在省级公共图书馆的各项工作和管理中,经费的来源及其管理十分关键。深入探究图书馆的经费收支状况,有助于掌握整体的发展态势,同时使图书馆达到开源节流的目的。2006—2010年的《中国图书馆年鉴》和《中国文化文物统计年鉴》的相关数据表明,政府对图书馆事业的投入及图书馆在其自身发展的支出中存在某种程度的随意性;政府对地市、县市级基层图书馆建设的投入日益加大,省级图书馆建设的投入比重则相对下降;虽然地区间差异仍旧明显,但距离在不断缩小。

In our service system of public libraries at all levels,provincial public library is an indispensable link which plays the connecting role between the preceding and the following.In daily management of provincial public libraries,the source and management of funds are important.Researches on the revenue and expenditure of library funds contribute to mastering its development situation,and achieving the goal of increasing income and reducing expenditure.Data of China Library Yearbook and China Statistical Yearbook of Cultural Heritage from 2006 to 2010 reflects some problems,such as the government invests to libraries arbitrarily and libraries use their own funds arbitrarily;the government increases building investment for city and county levels of public libraries,lead to the decreasing investment proportion for provincial public libraries;regional differences are still significant,but the distance is shrinking.
