基层图书馆资源配置与服务公平性评价探讨——以吉林省基层图书馆为例

Research on the Evaluation of the Equity of Resources Allocation and Services in Primary-Level Libraries——Taking Primary-Level Libraries in Jilin Province as an Example

以基尼系数作为定量测度社会资源分配公平程度的方法,有利于对公共图书馆资源建设和利用现状进行较为全面的了解,为进一步推进基层图书馆发展和提高现有资源利用效率提供科学的依据。以吉林省基层图书馆为例,对其基础指标、服务指标、发展指标的基尼系数与洛伦兹曲线进行分析发现,吉林省基层图书馆资源配置整体上较为公平,发展指标方面的不公平性比较严重。因此,建议加快图书馆立法进程,将人均资源配置与利用纳入立法内容;建立常规评价机制,使基层图书馆通过比较随时了解自身发展状况和不足。

Regarding Gini coefficient as the quantitative measurement method of equity level of social resources allocation is useful to understand comprehensively about the public library development and utilization situation,and to provide the scientific proof of improving the development of primary-level libraries and enhancing resources utilization efficiency.Taking primary-level libraries in Jilin province as an example,through the analysis of their Gini coefficients and Lorenz curves based on basic indexes,service indexes and development indexes,we could find out that resources allocation is totally equitable in primary-level libraries in Jilin province,but is unequitable in terms of development indexes seriously.Therefore,we should accelerate legislative process of library law,and bring per capita resources allocation and service into contents of legislation;build regular evaluation mechanism,so that primary-level libraries could find out their development situation and shortcomings at any time through comparison with other libraries.
