摘要
本文通过对20世纪50~70年代中期,上海＂老工业基地＂战略定位形成的条件、过程,及其产生的效能、影响的梳理、考察,探讨这一战略定位在制定、贯彻过程中存在的经验教训,以期从一个侧面,考察社会主义计划经济体制下,上海经济功能和地位发生根本转变的历史成因,并对今天上海在新形势下经济发展战略方针的制定,提供一些历史的借鉴与启示。
This article combs and inspects the condition,process and influence on ＂the old industrial base＂ strategic positioning of Shanghai from the 1950s to the1970s.Then Experience and lesson will be discussed which existed in the formulation and the implementation process.And it will be inspected that transformation historical origin of the Shanghai economical function and status from one side under the socialist planned economy.The article will provide some historical reference and inspiration for developing a strategic approach of Shanghai in the new situation.
