Policy Analysis of the Pothook of the Increase of City Construction Land and the Decrease of Rural Residential Land

城乡建设用地增减挂钩,是我国特殊土地国情下破解发展保障和耕地保护问题的重要途径。介绍了城乡建设用地增减挂钩的涵义,分析了其意义,并从耕地总量动态平衡的角度提出城乡建设用地增减挂钩应满足的条件,同时,对增减挂钩的方式及存在的阻力进行了探讨。

The pothook of city construction land and the decrease of rural resident land is an important way to solve problems of development and arable land land protecting on the special land conditions of our country.This paper discussed the conditions of the pothook in the perspective of dynamic equilibrium of gross arable land.Based on the analysis of the problems of the pothook,the relative countermeasures were put forward.
