我国失业保险金待遇调整探索——以河北省为例

Exploration on the Adjustment Standard of the Unemployment Insurance Treatment in Our Country:A Case Study of Hebei Province

通过对我国失业保险金调整标准的理论分析,总结归纳了国内外失业保险待遇调整的经验和做法,并结合河北省失业保险待遇调整的实践,设计出河北省的失业保险金待遇调整模型和调整系数。调整模型主要考虑到河北省钉住最低工资标准调整的实际和现收现付制下缴费工资水平对保险金待遇水平起关键性作用。调整系数综合考虑国内外的实际做法,把当地经济发展水平、物价变动、工资增长水平、失业保险覆盖范围变化等调整因子作为主要影响因素。最后,结合河北省经验数据和秦皇岛市的实际执行标准,计算出模型的失业保险金理论金额,与实际发放水平进行对比验证。

This paper analysis the adjustment standard of the unemployment insurance treatment in our country, summerizes the experience and methods from home and abroad. On the basis of the with the experience data in Hebei province and the actual standard in Qinhuangdao, the paper calculate the theory value of unemployment insurance and compare it with the level of actual payment.
