城乡用地结构与布局优化的措施研究——以衡水市为例

Research on the Measures for the Rural-urban Construction Land Use Structure and Layout Optimization——Taking the Case of Hengshui City in Hebei Province

衡水市的城乡建设用地存在的主要问题有:(1)耕地大量被占用;(2)城镇化进程滞后于全省和全国平均水平;(3)中心城市和县城土地集约利用程度低,辐射带动能力较弱;(4)农村居民点超标用地与闲置并存。优化用地结构与布局的思路:(1)按照"中心城市组团式发展、中小城市紧凑发展、小城镇聚集发展"的原则,建立多极、轴线与组团式发展的城镇工矿用地格局;(2)农村居民点布局以有利于生产,方便生活,有利于生态环境建设为原则,积极建设中心村。优化城乡用地结构与布局,要科学编制土地利用总体规划,健全土地市场体系,强化土地用途管制,逐步建立和完善"城乡挂钩"政策,稳步推进农村居民点整理。

This paper discusses the main problems concerning urban and rural construction land in Hengshui city,these include: a large number of farmland is occupied;urbanization lags behind provincial and national average level;land-intensive use is low in central cities and county towns;the capacity of radiating drive is weak;excessive land use for country residential area coexists with leave unused land.To the above situation,this paper offers the idea for optimizing land use structure and layout,these are: in accordance with the principle of 'central cities develops in a coordinated way,medium and small cities develops in a compact way,small towns develops in an aggregation way',establishing the structure of urban land for industrial and mining use of multi-polar,axis and development in a coordinated way;the principle for rural residential layout should be conducive to production and convenient living,as well as ecological environment,and actively building central village;formulating overall planning for land use in a scientific manner;improving the land market system;strengthening land use control;gradually establishing and improving the 'urban-rural linkage' policy;proceeding steadily land consolidation in rural residential areas.
