The change and building of the administrative culture in the transitional period

对建设服务型政府在社会发展的转型时期受到的来自行政主体、行政客体、行政制度三方面的传统行政文化阻力进行分析,指出在构建服务型政府过程中,传统行政文化的转型是关键,营造全新的行政文化刻不容缓,它不仅是深化行政管理体制改革的重要保证,更是建设公共服务型政府的必要途径。

The paper analyses the traditional administrative culture resistance from three aspects： administrative subject,administrative object and administrative system in building a service-oriented government in the transitional period of social development,and it suggests that in building a service-oriented government process,the transformation of the traditional administrative culture is the key,and it is urgent to create a new administrative culture.It is not only important guarantee of deepening reform of the administrative system,but also necessary avenue of building public service-oriented government.
