为了切实加强大型机械设备靠近营业线施工安全管理,有效确保营业线行车绝对安全,按照安全工程原理,从＂人、机、环、管理＂四个方面进行研究,采取切实有效的措施,通过对人员教育培训、对机械设备的防护、对不良地质环境的改善、严格安全考核机制,在施工中加强全过程、全方位的监控,严格检查监督制度。通过实践检验,有效地控制事故发生,确保了大型机械临近营业线施工过程中既有铁路的行车安全和施工安全。

In order to tighten up the safety management of big mechanical equipment near operation line construction and guarantee the safety of train working,this article makes a series of studies concerning four aspects such as people,equipment,environment and management according to the safety construction principles.Then it puts forward effective measures including training on personnel,protection on mechanical equipment,overall control un-der construction and strict examination on supervision systems.Practices have proved that accidents could be effectively avoided and train working and construction safety could be ensured under the construction in which big mechanical equipment is near the operation line.
