试论建立以人为中心的工程项目控制与管理体系——以四川省崇州市人民医院及妇幼保健院工程援建项目为例

On Establishing Human-Oriented Controlling and Management System in Engineering Projects

在以人为中心的现代社会背景下,工程项目管理中要强调人与物的协调共生关系,我们在项目管理中既强调工期、成本、质量的硬约束,又强调和谐社会中对人的极大尊重与关怀,以此形成项目管理中不可或缺的二元管理方法。本文以崇州市人民医院及妇幼保健院工程援建项目为例,试对以人为中心的工程项目控制与管理体系的建立进行了一些分析与思考。

Under the people-oriented social background,harmonious relationship between people and things should be emphasized in the process of pro-ject management.For this reason,we should not only take into account the rigorous construction period,the engineering cost and the project quality,but also emphasize respect and concern for human beings in order to create a harmonious society.It is only in this sense that a binary and indispensable man-agement method suitable for project management can be formed.So in this paper the writer offers his experience in making analysis on effective ways to establish a people-oriented project management system.The reflections are provided on the basis of 2 cases＇ studies concerning the engineering rebuild-ing projects in the Chongzhou Hospital and in the Chongzhou Maternity Children Care Centers.
