Participation Ways to Guide Public Partaking Monitoring Progress in Administration and Effectiveness on Water and Soil Conservation Project

为了促进水土保持成果经验的技术转移和治理措施的再创新,引进参与式工作方法,引导公众参与具有专业特色的生态效益监测的内容——土壤理化性质、林草植被度和小气候六要素变化的监测,以及监测小区的布设方法和成果分析;利用乡土技术和专业技术措施的有效结合,提出减水减沙效益设置的目的性和监测内容;通过对降雨量、水位、流量、含沙量及含水率等针对工程特点选择的监测方法实施,指导项目受益群体参与学习水土保持专家如何拟订监测指标、确定监测时段,以及资料的整理计算等。目的是实现项目区域水土保持的可持续生态效果和农户生机的可持续发展。

So as to advance technical translating and governing measures re-innovation on soil and water conservation,the paper worked in participation ways to guide public to take part in ecological effectiveness monitoring contents such as physical and chemical properties of soil,forest and grassland degree of coverage,microclimate change of six factors and monitor village layout method and achievement analysis.Used local technology and special skill ways,objects and contents on soil and water conservation and desertification control were put forward.Measures were implemented to mintor rainfall,water level,flow rate,sediment concentration and water content ranks,in order to guide beneficiaries to learn how the specials planed monitor index,time-interval and data arrange etc.All project objects were to realize ecological effectiveness and households living sustainability in soil and water conservation.
