公众科学素养对公民参与政府绩效评估的影响研究

Impact of Public Scientific Literacy on Citizens' Participation in the Assessment of Government Performance

公众科学素养是培植公民良好参与意识的基础,而且直接决定了公民参与能力的高低。公众科学素养会影响公民参与政府绩效评估的过程、广度、深度和效率,而公众科学素养的高低会受到包括经济状况、时空条件、评估体制、文化背景等多方面因素的影响。因此,为了提高公众科学素养改进政府绩效评估,需要促进经济快速协调发展,完善政府绩效评估的参与机制,提高公民的受教育程度,并推动科学知识的普及。

The public scientific literacy is the basis to cultivate a good sense of participation of citizens,and directly determines the level of citizen＇s participation,and will affect the process,breadth,depth and efficiency of citizen＇s participation in government performance evaluation.The level of scientific literacy will be affected by many factors,including economic conditions,time and space conditions,assessment systems,cultures,and so on.Therefore,in order to increase public scientific literacy and improve government performance evaluation,it need to promote rapid and coordinated development of economy and improve the participation mechanisms of government performance evaluation,enhance citizens＇ level of education,and promote the popularization of scientific knowledge.
