摘要
欧盟在冷战后致力于共同安全与防务的建设,而在新工党上台执政之前,英国一直对此保持消极态度。但是,自布莱尔新工党上台之后,英国一改前态,积极加入到欧盟的共同安全与防务政策的制定和实施之中。这种改变并不是因为英国的传统思想和政治理念发生了改变,而是新工党为了适应新的国际形势对英国的国际角色定位进行某种调整的结果。本文以二战后英国政府的欧洲防务政策与其自身角色定位之间关系的分析为佐证,论述英国新工党政府对于欧洲防务建设的政策变化与其国际角色定位调整之间的内在联系,并提出这种调整的有限性。
In the age of post-cold war, the European Union has turned to the common security and defense construction. But the UK had kept its negative attitude before New Labour came into power. However, since Blair took office, his government began to try actively to take part in the formulation and implementation of the EU Common Security and Defense Pol- icy. This change is not because of the change of UK's traditional ideological and political philosophy, but the result of the readjustment of international role of the UK New Labour government to adapt to the new international environment. Through the analysis of the UK New Labor government's European defense policy and its own role, this paper demonstrated the internal relationship between the attitude change of the UK New Labour government towards the construction of European defense and the government's role adjustment, and pointed out the limitation of this adjustment.
