摘要
建立低碳经济产学研合作创新基地,已经成为苏州市引领国内技术创新、亟需完成的重要工程。基于对苏州市"人才挤出"和"科技吸附"效应的预期,设计了低碳经济产学研合作创新基地"三阶段"建设模式,并分别对创新基地"三阶段"的职能定位和组织结构进行了设计,最后从研发方向选择、软环境建设、投融资体系建设、政产学研联盟建立等方面提出建设路径。
Constructing an industry,university and research cooperation innovation base about low-carbon economy is an important engineering for promoting new ideas of science and technology in Suzhou.This paper analyses the talents crowding out and science and technology adsorption effect in Suzhou,and then designs three stage construction mode of industry,university and research cooperation innovation base about low-carbon economy,and their function orientation and organizational structure.Finally,it suggests that the city of Suzhou ought to select reasonable directions,construct soft environment,and establish a multi-refinancing system and collaboration among government,enterprises,universities and academic institutes.
