Deep Consideration and Countermeasures to the Incorruptness Construction of Universities

高校廉政建设是一项多方位、多层次、多途径的艰巨而长期的系统工程。本文基于高校廉政建设的主要特点进行实证研究,在剖析造成高校腐败的深层次原因的基础上,提出在加大查处惩治力度的同时,应加强在源头上的预防和综合治理,合理配置教育资源,减少寻租机会,完善内部治理结构,逐步"去行政化",保证有力的制约监督与惩治,建立反腐倡廉综合治理长效机制等对策,以推动高校廉政建设的发展,不断提高监督力度和效果,从根本上遏制高校腐败滋生蔓延,保证高等教育事业的健康发展。

Based on the main features of incorruptness construction of universities,this thesis carries on an empirical study.After examining the deep-seated reasons that cause the corruption in universities,such as the severity of administrative system in universities,the absence of effective supervision mechanism etc,we put forward countermeasures to strengthening prevention and comprehensive management at the source,rationally allocating educational resources,reducing rent-seeking opportunities,improving internal governance structure,gradually realizing ＂de-administration＂,guaranteeing powerful supervision and punishment,establishing a long-term and comprehensive management mechanism for anti-corruption and increasing the power of investigation and punishment,so as to promote the development of incorruptness construction of universities,improve the supervision power and effect continuously,curb the corruption growth and spread in universities radically,and ensure the healthy development of higher education.
