安徽省会经济圈水源地生态补偿研究

A Study of Ecological Compensation for Water Source Areas Economical Circle in Anhui Provincial Capital

生态补偿标准的确定是建立生态补偿机制的核心问题。以省会经济圈水源地为例,采用支付意愿法、机会成本法和费用分析法计算生态补偿标准。研究结果显示:基于意愿支付价格的补偿标准为4773.5万元,基于机会成本的补偿标准为16.35亿元,基于水资源处理费用补偿标准分别为1.9797亿元。水资源处理费用补偿标准是补偿双方都比较容易接受的实际价格,可作为确定补偿标准的依据,在此基础上,提出省会经济圈水源地水资源生态补偿机制和政策建议。

The establishment of ecological compensation standard is the core issue in th e eco-compensation mechanism.Based on water resource in Anhui Provincial capital,and willness to pay,opportunity cost approach and coast analysis,the results show that the compensation standard is 4773.5 million yuan based on willingness price to pay,16.61 billion yuan based on total cost of opportunity cost and ecological protection,1.9797 billion yuan based on cost of water treatment,respectively.From the results,it is acceptable to set the amount of the basis for standard setting at 1.9797 billion yuan.Thus some measures of the ecosystem compensation for the waters source areas are proposed.
