摘要
酒泉风电基地一期工程550万kW风电机组全部建成投产后,不仅存在风电送出能力、电力消纳、调频调峰和系统稳定等方面的技术问题,同时其电力送出工程大幅度增加了电网的建设成本和运行成本,对省公司的经营管理和经济效益产生重大影响。分析计算了风电汇集及送出工程引起的电网建设成本和运行成本变化,以及大规模风电发展对电网企业经营管理和经济效益的影响,提出了完善有关政策的建议。
After all the wind power units totaling 5 500 MW of the Jiuquan first-phase wind power project are put into operation, some technical problems will arise, including the wind power transmission capacity, power consumption, FM & peak load regulation, system stability and others. In addition, the power transmission project will substantially increase the construction and operation costs of power grid, which will bring significant impact on the economic benefits and operation management o1" the provincial power grid company. This paper calculates the variation of construction and operation cost of power grid caused by wind power collection & transmission projects, analyzes the influences of large-scale wind power development on power grid company's operation management and economic benefit, and proposes some suggestions on perfecting relevant policies.
