边疆民族地区社会利益结构与社会稳定之间存在辩证统一的关系。社会稳定工作的有效开展需要建立公平公正的社会分配体制,把公民的利益的表达纳入体制内,变静态稳定为动态稳定,是实现国家长治久安的可靠保障。维稳不是要完全消除利益矛盾和冲突,而是要设立规则,为这类问题的解决提供制度化渠道与方式,建立市场经济条件下有效的利益均衡机制。在矛盾急剧增加的社会转型时期,具体表现为处理社会利益关系问题的能力、有效避免社会冲突事件的发生或降低事态的发展程度。

The relationship of dialectical unity exists between social benefit structure and social stability in the frontier ethnic regions.In order to promote the work of social stability effectively,it is necessary to： 1.build up a fair and balanced system of social distribution;2.include the concerns of the citizens＇ benefits into the system;3.change the static stability to dynamic stability.This is the reliable safeguard to achieve the lasting stability and order of the country.To maintain stability is not to completely eliminate the contradictions and conflicts of benefits,but to set up rules so as to provide institutional channels and ways for solving such problems while establishing an effective mechanism for the balance of interests under the conditions of market economy.In the social transformation era with the rapid increasing conflicts,it is specifically shown as the ability to deal with the issues of social benefit-based relationships and to effectively prevent the occurrence of social conflicts or lessen the development level of the situation.
