公共交通作为城市经济和民众生活中最为重要的基础性设施．优先发展城市公共交通更有其重大现实意义。为进一步落实城市公共交通优先发展战略．提高城市公共交通持续发展能力，要做好城市公共交通规划、重视政府在城市公共交通优先发展中的重要地位和作用、提高对公共交通的政策扶持力度、进一步规范公共交通市场行为、提高公共交通企业核心竞争力。

Public transport is the most important basic tacilities lor urban economy and people living mere, therefore giving priority to the development of urban public transport is of great practical significance. To further the implementation of urban public transport development strategy to improve the sustainable development of urban public transport capacity, this paper proposes following points： pay more attention to urban public transport planning, stress the important position and role of government in the priority development of urban public transport, enhance the effectiveness of public transport policy, further regulate the behavior of public transport market, and improve their core competitiveness of public transport companies.
