创新港湾：新时期科技成果产业化模式的理论思考和顶层设计

lnnovation Harbor： Theoretical Thinking and Top-level Design of Scientific and Technological Achievement＇s Industrialization Model in the New Period

回顾了科技成果产业化领域现有各种理论的局限。从科技成果产业化的过程和主体两个角度，分析了科技成果产业化的两个基本规律。提出新时期科技成果产业化应当实现从系统观向生态观的转变。在此基础上，提出创新港湾理论，并对其核心要素和运作模式进行了初步剖析。

This paper firstly reviewed the limitations in existing theories about industrialization of science and technology achievement. Two basic laws about industrialization of science and technology achievements were concluded through the angle of both process and subject. Based on this, the paper pointed out that the industrialization of scientific and technological achievements should make a transition from systematic view to ecological view. As a conclusion, the theory of innovation harbor, as well as its core elements and operation mode were preliminary analyzed.
