摘要
目前,节能减排已成为我国经济发展的重中之重,而其具体途径和侧重点的选择应服从于区域经济发展特征。分析了河北省高耗能高污染行业的分布及其在经济发展中的地位,并对其技术创新潜力进行了测算,据此说明:在工业化尚未完成、产业结构重化特征明显的情况下,技术创新应在节能减排中发挥基础性作用。
At present, energy-saving and emission-reduction has become a top priority in China's economic development, and its choice of specific approaches and focus should be subject to regional economic development characteristics. This paper analyzed the distribution of high-energy-consumption and high-pollution industry and its status in economic development in Hebei province. Furthermore, technology innovation potentiality was calculated. According to that, in the stage when industrialization still unaccomplished and industrial structure has an obvious heavy feature, technology innovation should play a fundamental role in energy-saving and emission-reduction.
