With the strategic opportunities brought about by the current S＆T revolution, new and higher requirements have been set for the S＆T system so as to accelerate the transformation of the economic growth mode with S＆T development. In 2009, the CAS Academic Divisions （CASAD） Committee of Consultation and Evaluation formed a research panel to examine how to enable China＇s S＆T system and policies to fit the needs of strategic development in the new era. The panel conducted a survey of S＆T workers and administrators, with questionnaire covering issues raised by CAS Members and other experts. Then, on the basis of findings from symposia and the survey, the research team analyzed deep-seated mechanism and policy problems concerning China＇s current and longstanding S＆T development.
