This paper analyzes the functions and features of university library and college/department reference room under digital background,expounds some problems and shortages existing in the development of university library and college/department reference room,and puts forward some assumptions about the integration and division of university library and college/department reference room for upgrading their service function and serving better the teaching and scientific research.
