目前设计阶段主要侧重于运用价值工程、优化设计等技术方法来控制投资,缺乏控制投资的机制而造成的设计合理性与经济性脱节,使投资控制只能在一定范围内产生作用。通过将控制系统理论引入设计阶段的投资控制,运用控制系统的理论和方法管理设计阶段投资控制过程,以分析控制系统的基本构成要素为基础,构建项目设计阶段的投资控制系统,并分析设计阶段投资控制系统的实现机制,从系统的角度对建设项目设计阶段投资进行有效的调节和控制。

Currently people generally use technical methods such as value engineering and optimum design to control the investment of a project. But lacking of control mechanisms for investment caused the disconnection between the rationality and economic for the engineering design. In that case, investment control can only be effective within a certain range. Though introducing the control system theory, the article will build a investment con- trol system in design phase for a project on the basis of analyzing the elements of the system, which would manage the process of investment control by the theory and methods of control system. What＇s more, it analyzed implementation mechanism of the system. In this case, reach the goal of regulating and controlling the investment in design phase from the perspective of system.
