人防工程建设质量管理的规范化

The Standardization of Quality Management in Building Civil Defense Engineering

文章分析了当前人防工程质量管理中存在的主要问题和现状,从强化工程质量的程序化管理、加强工程质量管理的有效控制方法、积极推进工程质量的管理和监督改革、依法加大对工程质量管理的执法力度等方面,提出构建适合广西南宁市人防建设的工程质量管理体系。对人防工程建设质量管理的规范化进行研究,不仅对丰富人防工程质量建设理论有重要意义,而且对搞好人防工程建设质量项目本身,提高其在战备方面、经济方面、社会方面及环境方面的效益都有着重要意义。

The paper analyzes the current main issues and situation about the quality management in building civil defense engineering and suggests an effective system of engineering quality management for Guangxi Nanning to build civil defense engineering in terms of strengthening processing management and effective ways of control of engineering quality,actively impelling the reform of management and supervise of engineering quality and intensifying law enforcement.The study not only has great significance for enriching theories on the building of civil defense engineering,but for assuring the building quality and increasing benefits of combat readiness,economy,society and environment.
