摘要
我国部属高校不管设在哪个地区,在招生时都应该保证公民享受机会平等的受教育权。但是,部属院校都事先拟定好录取指标,在分配招生指标中分配给院校所在省市的招生指标比例过大,从而导致部属高校的"人为地方化"。本文首先分析部属高校"地方化"的现状和去"地方化"的障碍,从机会平等的角度来分析去"地方化"理由和建议。
No matter in which area, the colleges and universities affiliated to the ministry in China should guarantee the education right for citizens to enjoy the equal opportunity during enrollment. However, in recent years, the colleges and universities affiliated to the ministry always confirm the matriculation index according to the areas and generally distribute the index locally, that is, the index distributing to the city which the college is located in greatly exceeds that in other area so as to lead to the "artificial locali- zation" in colleges and universities affiliated to the ministry. This paper first analyzes the status of "localization" in colleges and universities affiliated to the ministry and the obstacles for "delocalization", and then analyzes the reasons and suggestions for "delocalization" from the perspective of equal opportunity.
