当前中国社会治理评估的思考

Some Considerations on Social Governance in Contemporary China

社会治理包括了政府对社会事务的管理以及社会自治两大方面,但在当前社会力量有限情况下,政府对社会治理承担着主要责任。明确社会治理评估的重点有助于政府推动社会治理实践。社区治理、社会组织、公共服务、环境保护、公民权利、社会公平、社会稳定、居民主观幸福感等八个方面可以作为政府推动社会治理的主要着力点。社会治理也需要与政治或政府体制的改革治理协调推进。

Social governance includes two parts： government management in social affairs and social autonomy. However, in contemporary China, the government would play the key role in social governance with the weak social ability. It contributes to the improvement in practice of social governance to clarify the important parts of assessment of social governance. Community governance, social organization, public service, environment protection, civil privilege, social justice, social stability and the subjective feeling of happiness from the residents should be paid more attentions to, and at the same time, social governance needs to be furthered harmoniously with the political governance or the reform of governmental system.
