边际出清机制下区域发电权交易网损补偿方法 被引量:5

摘要 基于电力库模式的区域发电权交易,采用统一边际出清的市场定价方式,对促进发电权交易市场的形成和发展具有重要意义,但是在边际出清机制下的发电权交易不能明确交易的匹配对象,不利于输电费用和网损补偿责任的界定。为解决该问题,提出了边际出清机制下的区域发电权交易网损补偿方法。首先,建立年度(或月度)区域发电权交易边际出清模型;然后,以发电权交易"就近相抵"的原则进行成交电量的分解,实现省内成交电量与跨省成交电量、省内不同电压等级成交电量的划分;接着分别基于变压升损原则和潮流追踪理论,提出了省内和跨省发电权交易电量的网损补偿方法。最后,以四省共12台机组参与的月度区域发电权交易为例,对所提出方法的特点进行了剖析,验证了方法的有效性。 It is essential for the regional generation right trading market based on power pool to adopt the marginal clearing pricing method in order to promote the formation and development of the generation right trading market.However,generation right trading under marginal clearing mechanism cannot match the parties to the transaction clearly,consequently,it is difficult to define the responsibility for network loss compensation and transmission cost.In order to solve this problem,the loss compensation methods for regional generation right trading under marginal clearing mechanism are proposed.Firstly,the marginal clearing model for yearly or monthly regional generation right trading is established.Secondly,the transaction power is separated with principle of "near offset",which makes it convenient for the division of the transaction power into intra-and inter-province transactions,and the differentiation of intra-province transaction power with different voltage levels.Thirdly,the network loss compensation methods for transaction power in the provinces and between provinces are proposed based on the principle that the transmission losses raise with voltage transformation and the power flow tracing method respectively.Finally,a system with twelve units in four provinces participating in the monthly regional generation right trading is used for case studies to illustrate the characteristics and validity of the proposed methods.
