亭子口水利工程建设环保和水保监理体制创新刍议

摘要 亭子口水利枢纽工程对嘉陵江中下游防洪作用重大,是长江中下游总体防洪体系的组成部分。针对建设期的施工区和移民安置区等生态环境、水土资源、人群健康等方面的影响及其防护、监测等工作,论述和探讨了环境保护、水土保持等多项目、多区域监理的创新模式、规章制度和工作内容,提出环境保护与水土保持监理的建议。 Tingzikou Water Hydro Project plays a significant role for flood control in the middle and lower reaches of the Jialing River and forms one part of the overall flood control system in the middle and lower reaches of the Yangtze River. Aiming at impact, protection and monitoring measures of environment, water and land resources and health of people on construction areas and resettlement areas, innovative approaches are explored , the rules and regulation and the working content are introduced for multi-project and multi-region supervision in terms of environmental protection and soil and water conservation. Concrete measures and recommendations are put forward for supervision on environmental protection and soil and water conservation.
