低碳政府指标体系的构建与评估

低碳政府,就是能够促使不断减少以二氧化碳为主的温室气体排放总量以及单位排放强度这一过程的政府模式或政府范式。低碳政府指标体系是一个复杂的体系,涉及政府的政治职能、经济职能、文化职能、社会职能等多个方面。本文从低碳引导力、低碳管理力、低碳自制力和低碳保障力四个层面构建了低碳政府的指标体系,并以"五省八市"低碳试点省市为样本,对我国的低碳政府进行了评估。

Low carbon government is a modal of government that mainly urges for reducing the greenhouse gases emission.The Index system of low-carbon government is a complex system,involving several aspects of functions concerning policy,economy,culture and social development.This article builds a low-carbon government indexes system in four levels： capability of guiding,managing,self-controling and guarantee.And it also uses the test sample of the ＂five provinces and eight cities＂ to evaluate the law-carbon government in China.
