摘要
采用系统分析方法,探讨了巴东城区规划发展的地质环境综合效应和保证规划发展的综合措施。其效应是:规划发展的斜坡地质环境容量限制效应、规划建设中的斜坡变形破坏效应、三峡水库运行条件下的黄土坡滑坡前部深层蠕变效应、规划发展的地质灾害风险增高效应。因此,开展系统的地质环境论证,为规划发展提供科学依据显得尤其重要。对于巴东城区斜坡地质环境和重大滑坡既要关注它非正常坡体所存在的问题,也要发掘它可利用的价值,须严格遵循限制性利用和保护的原则,通过加强地质灾害防治体系建设和风险管制,以保证城区规划发展在允许风险水平条件下的地质安全。
Geological safety of city planning and development in the Three Gorges Reservoir Area,is directly influenced by the dam stability.Comprehensive effect of the geological environment and comprehensive measures of city planning and development in Badong County are analyzed by using a system analysis method.These effects include(1) slope geological environment capacity limit effect of planning and development,(2) slope deformation damage effect of planning and construction,(3) deep creep effect in the front of the Huangtupo landslide under the operation of the Three Gorges Reservoir and(4) higher risk effect of geological disasters of planning and development.Thus,it is of great significance to carry out the systematic geological environment argumentation and to provide scientific basis for the planning and development.For slope geological environment and major landslides in Badong County,their abnormal existing problems and available value should all be taken into account.Following strictly the principles of restrictive utilization and protection,enhancing the construction of geological disaster prevention system and risk control,can finally guarantee the geological safety of city planning and development at an allowing risk level.
