我国能源动员体制研究

Study on China's Energy Mobilization System

能源动员体制是应对突发事件和战争,快速高效实施能源动员活动的重要保证。目前我国的能源动员体制存在政出多门、职能交叉等诸多弊端,严重地制约了能源动员活动的顺利开展。本文在阐述和分析我国能源动员体制的现状及存在问题的基础上,运用管理组织三层设计理论,并针对我国能源与国防现行管理体制的特点,提出推进我国能源动员体制改革的建议。

Energy mobilization system is an important guarantee of dealing with emergencies and wars, and it is helpful to implement energy mobilization fast and efficiently. Energy mobilization system currently exists in China has many shortcomings, such as a function involved in different departments, and overlapping, which seriously hampered the Smooth development of energy mobilization. After elaborating and analyzing the current situation and problems of the energy mobilization system, we use the three-tier management organiza- tion design theory combined with the characteristics of energy management and defense system to provide some advices to promote the reformation of Chinese energy mobilization system.
