生态移民是实现扶贫开发与保护生态环境双赢的必然选择。宁夏西海固地区是我国六个集中连片特殊困难地区之一,这里自然条件恶劣,长期面临着贫困与生态环境的双重压力。宁夏在"十二.五"期间实施历史上最大的一次生态移民,既能缓解贫困,又能保护生态环境,更是关系到宁夏可持续发展、全面建设小康社会长远目标的实现。为此,必须明确此次移民的战略布署,制定有力的保障措施,打好这场扶贫和生态的攻坚战。

Ecological immigration is an evitable choice to achieve relief development and protect ecological environment.Xihaigu area in Ningxia is one of the six extremely impoverished areas in China.Over the 12th five-year-plan period,the implementation of the largest ecological immigration program will not only relieve poverty in the area,but also protect ecological environment;moreover,this will further have an impact on sustainable development of Ningxia and achievement of goal of building well-off society in an all-around way.Therefore,it is essential to know clearly the strategic deployment of this immigration program,to take forceful measures so as to achieve success in ecological immigration and relief program.
