基于政府作用的保障性住房建设发展模式

The Development of Affordable Housing:on the Role of Government

住房保障政策是政府为解决市场失灵和保障居民基本居住需求而推行的一项公共政策,政府在支持保障性住房建设中应起到重要作用。当前制约我国保障性住房建设规模和建设速度的原因是多方面的,如制度化实施与体系混乱,法律、法规的不完善,融资渠道有限等。分析政府在保障性住房建设中的作用,可从政府责任,制度创新,法律、法规完善以及创新融资模式等方面提供一些启发和建议。

Providing affordable housing is a public policy to solve market fail and to protect household equality.Government plays a critical role in affordable housing.In contemporary China,some problems still exist in the process of housing implementa- tion, such as contradiction of mechanism and lagged operating system,the incomplete law,limited financial channel.Based on the role of government in affordable housing,this paper gives some suggestions on the government responsibility,institution innova- tion,law construction and varied financial channels.
